To protect mothers and infants' safety and health, to improve natural childbirth, and to relieve women's pain during childbirth, the five-year project will establish standardized service rules and train professional teams to develop the project across the country.

Nearly one in two births in China are delivered by cesarean section, of which a quarter are not medically necessary, according to the World Health Organization's survey in 2010.

Labor analgesia rate is also less than 1% in China.
