Promote women's political participation

According to the plan, China promises to continue its efforts to promote women's equal participation in the management of State and social affairs. The State will gradually increase the proportion of women representatives in the national and local people's congresses and political consultative conferences, and make sure that the people's congresses, governments, and political consultative conferences at each level will include at least one female member in the leadership.

Also, there will be a certain proportion of women members on the boards of directors of enterprises and at the workers' conferences and faculty congresses.

Eliminate gender discrimination in employment

The elimination of gender discrimination in employment and realization of equal pay for men and women are also stated in the plan. Moreover, China will strengthen and revise the standards of special labor protection measures for female workers and encourage the signing and implementation of special collective contracts for the protection of female workers' rights and interests in enterprises that have established labor unions.

Gender equality in economy

Women's rights to equal access to economic resources and to participate in economic development is also guaranteed in the plan. As for women in rural China, the State will ensure they enjoy equal rights in land contracts and management, the use of rural homesteads and distribution of collective income.

Improve reproductive health services

The quality level of reproductive health services for women will be raised. China will improve the maternity service system across the country, and ensure that maternity insurance covers all employing units.

The State will also work on increasing the proportion of women giving birth in hospitals, lowering the mortality rate during delivery, increasing the screening rate for common gynecological diseases, and improving the rate of early diagnosis and treatment of cervical cancer and breast cancer to lower the mortality rate in this regard. The State will provide free folic acid and other nutritional supplements to women of childbearing age in rural areas, promote trial programs of free pre-gestational checkups, and provide free services to women in rural areas who plan to have children, including relevant health care education.

Preventing and curbing domestic violence

China will make sustained efforts in preventing and curbing domestic violence against women, accelerating the related legislation progress and improving the inter-departmental cooperative mechanism on the issue.

Combating the abduction and trafficking of women

China will crack down on the crimes of abducting and trafficking women and emphasize the importance of prevention by improving society's vigilance and heightening women's precautionary awareness. The government will provide rescued victims with physical and mental rehabilitation and help them assimilate back into society.

Gender research

China will strengthen statistical work on gender data, and improve the collecting and publishing of gender-specific data in the fields of economic and social development.
