The proportion of female deputies to the 12th National People's Congress (NPC) rose to a record 23.4 percent this year, the highest in more than three decades.

Since the reform and opening up over the past 30 over years, the proportion of Chinese female deputies to the NPC has consistently hovered around 21 percent, arousing the concern of the international society and representing a bottleneck for Chinese women’s participation in politics.

As a result, the number of female deputies to the 12th NPC is seen as a breakthrough. Out of 35 delegations, 24 of them increased to varying degrees, with the delegation from Henan Province having the highest ratio of 9.5 percent. Three delegations reached the international standard of 30 percent: Macao Special Administrative Region (33.33 percent), Yunnan Province (31.87 percent) and Taiwan Province (30.77 percent).

In 1993, the proportion of female deputies to the 8th NPC was 21 percent, ranked at the 12th place in the Inter-Parliamentary Union. In 2000, the share was raised to 21.8 percent, but the ranking stepped back to 24th place. In 2005, the ratio of the 10th NPC was 20.2 percent and accordingly, the international position slid to the 48th place. According to data from the 11th NPC, the proportion of female deputies was 21.3 percent, which ranked it at the 64th place. The 12th NPC places China in the 54th place, exceeding 10 countries at one time.

Meanwhile, the proportion of women deputies to the 18th CPC National Congress held last year also increased to 23 percent. The ratio of women at the 12th Session of the CPPCC National Committee this year also climbed to 17.8 percent. In addition, during the two sessions of NPC and CPPCC this year, Vice Foreign Minister Fu Ying became the first female NPC spokesperson in the history of China, marking a great achievement in Chinese women’s political participation.

Despite this breakthrough, many challenges still remain. Firstly, there is still a large gap between China’s standard of women’s political participation and the international standard of 30 percent participation. Second, the glass ceiling still exists for women in China’s political field. And lastly, female deputies’ politics ability is one of the biggest tests.

In order to achieve the ‘Chinese Dream’ we need to push forward measures that ensure gender equality and social equality in China.
