Vice Chairperson of the Standing Committee of the 12th National People's Congress and President of the All-China Women's Federation (ACWF) Shen Yueyue hosted the first plenary meeting of the presidium of the 11th National Women's Congress on the afternoon of October 27, 2013.

The meeting passed the schedule of the four-day congress, a review that shows all the formal delegates from across the country had been examined and shown to be legitimate, and a list of the deputy secretary-generals to the congress.

Shen, Vice President and First Member of the Secretariat of the ACWF Song Xiuyan and 16 other delegates were elected as the executive chairpersons of the presidium.

The 11th National Women's Congress, which opens on October 28, 2013, will deliberate and approve a work report by the 10th Executive Council of the ACWF, amend the federation's constitution and elect its new executive council members.

A total of 1,510 formal delegates and 156 specially invited delegates will attend the congress, among which 52 from Hong Kong and 22 from Macao have been invited as special delegates. Each of China's 55 ethnic minorities is represented by at least one delegate to the congress.

The proportion of delegates working in the front line of production has increased 13.2 percent compared with that of the last congress. The number of delegates with masters or doctoral degrees has also increased by 12.2 percent.

The ACWF has said the congress will also summarize the progress made by Chinese women in boosting social and economic development over the past five years and draw up a blueprint for the development of Chinese women in the next five years.
