China's top legislature will consider a proposal on its Organic Law of Village Committees during the 13th National People's Congress (NPC).

 
For China, the year 2018 is the first year of implementing the spirit of the 19th National Congress of the Communist Party of China (CPC) and celebrating the 40th anniversary of the reform and opening up policy.
 
In this context, the All-China Women's Federation (ACWF) has entered its most critical stage of deepening reform and will soon hold the 12th National Women's Congress.
 
The CPC and Chinese government have attached great importance to women's causes, and more women are involved in decision-making and grassroots democratic construction.
 
Women's participation in election and political affairs helps to enhance the level of villagers' self-governance and democratic management. It is also conducive to meeting rural women's needs for better life and promoting the all-round development of women.
 
The report delivered at the 19th CPC National Congress explicitly proposed the following: people must adhere to the fundamental national policy of gender equality and protect the legitimate rights and interests of women and minors.
 
Comprehensively implementing the rule of the Organic Law of Village Committee is a fundamental strategy of carrying forward the Party congress spirit; Upholding and improving the system of community level self-governance is an essential tool for stabilizing people's lives. In addition, ensuring rural women's political rights will bring about true gender equality and harmonious development.
 
Adopted at the fifth session of the Standing Committee of the 9th NPC on November 4, 1998, this Law is enacted in accordance with the Constitution with a view to ensuring self-government by villagers, who will administer their own affairs according to law, develop democracy at the grassroots level in the countryside, and promote the building of a socialist countryside which is materially and ethically advanced.
 
The revised Organic Law of Village Committee, adopted in 2010, aims at further enhancing the level of villagers' self-governance and democratic management.
 
The implementation of relevant provisions conforms to the practical needs of rural social development. At present, new changes are taking place in rural areas across China.
 
Many old people, women and children have stayed in rural areas when their sons, husbands and fathers go to cities to earn a living.
 
Under this social circumstance, women have increasingly become driving forces in promoting the economic and social development at grassroots level. Women's participation in politics can maximize their endogenous motivation and contribute to the national strategy of rural rejuvenation, experts said.
 
The Law safeguards the rights and interests of women to participate in decision-making and administration, stipulating that the village committee shall include at least one female member, and that female representatives shall make up at least one third of all members of the village representatives' assemblies.
 
According to the statistics of the Ministry of Civil Affairs, 82.25 percent of all villages in the country have female officials, falling short of the legal requirement.
 
The ACWF launched a survey in 2016, inspecting personnel changes of village committees in eight provinces, autonomous regions and municipalities. The statistics revealed that village committees with female officials account for 100 percent only in Beijing and northeast China's Jilin Province.
 
The NPC Standing Committee should review the implementation of the Law and investigate rural women's participation rate in election and political affairs.
 
The legislature should also pay special attention to the specific provisions in the Law about administrative village committees in China should included at least one female member, and organize law enforcement inspection on the legal requirement that female representatives shall make up at least one third of all members of the village representatives' assemblies, the ACWF officials suggested.
