In order to help tackle domestic violence and protect women's rights, officials from Dezhou City, east China's Shandong Province, recently opened a special hotline for locals in all parts of the city.

The hotline is designed to promote family harmony, social security and raise awareness among the public.

Dezhou also introduced its Implementing Measures of a Warning System for Domestic Violence, which requires workers of the public security bureaus, courts, procuratorates and judiciary, as well as the women's federations, to assume their duties in dealing with relevant cases.

Meanwhile, the measures clearly stipulate relevant standards and procedures to be followed by officials tasked with the monitoring of domestic violence.

Dezhou is set to strengthen services through women's rights protection stations and hotline, which will provide channels for domestic violence survivors to seek timely help.

To date, over 130 townships and 3,000 villages have established women's rights protection stations, whilst hotlines have been established in women's federations of the 13 counties and districts.

Moreover, the women's federation and judicial bureau have established mediation committees for family disputes, whose members included personnel from related departments and experts such as lawyers and matrimonial and family consultants.

Local officials have explored different mediation models to better solve family disputes, and positively engaged in the judicial reform of courts on family problems, whilst making full use of women's organization to effectively prevent disputes escalating into violence.

The city has cooperated with public-security organizations to build up "110" violence call services and domestic violence injury identification institutions. So far 40 service centers have been set up to ensure the timely deployment of police in case violence should occur, and Domestic Violence Injury Identification Organizations have been established in all the areas in the city.

Officials have also established women's legal-aid centers to provide services for women trapped in domestic violence situation.
