The second National Congress of Chinese Women took place in Beijing from April 15 to 23, 1953. Present at the congress were 891 official women delegates and 244 other women of 25 nationalities, 9 different democratic parties and 4 different religions. Chairman Mao Zedong met with all of them.

Deng Yingchao delivered the report, Summary of the Chinese Women's Movement over the past Four Years and Tasks in the Future. The congress adopted the Resolution on the Mission of the Women's Movement and approved amendments to the Charter of the All-China Democratic Women’s Federation. The congress elected members and alternate members of the Executive Committee of the All-China Democratic Women’s Federation. They were: Soong Chingling and He Xiangning as Honorary Presidents; Cai Chang as President; and Deng Yingchao, Li Dequan, Xu Guangping, Shi Liang, Zhang Yun as Vice-Presidents. The congress also elected delegation members who would attend the World Women’s Conference in Denmark in June of that year.
