China's Third National Congress of Women took place in Beijing from September 9 to 21, 1957. A total of 1,260 representatives attended the meeting. Women delegates from 12 other socialist countries, the International Democratic Women's League and foreign diplomatic envoys’ wives were also present. Mao Zedong, Zhu De, Chen Yun, Deng Xiaoping and other leaders met with all delegates.

China had undergone unprecedented changes during this period. Chinese women had been fundamentally saved from their plight of being oppressed, exploited and enslaved for thousands of years, and gained access through emancipation to the same rights in all aspects as men. Women also played their due part in socialist construction and made great contributions.

Zhang Yun, Vice-President of All-China Democratic Women's Federation delivered the work report, Work with Diligence and Thrift for Socialism. The congress adopted the All-China Women's Federation Constitution, and voted to change the name of the All-China Democratic Women's Federation to the All-China Women's Federation (ACWF).  The Congress then elected members of the third executive committee of ACWF. They were: Soong Chingling, Cai Chang and Deng Yingchao as Honorary President; Cai Chang as President; and Deng Yingchao, Li Dequan, Xu Guangping, Shi Liang, Zhang Yun, Yang Zhihua, Liu Qingyang, Kang Keqing as Vice-Presidents.
