China's Fourth National Congress of Chinese Women on September 8, 1978, signified new era of socialist construction in China after the ‘cultural revolution.’ In attendance at this grand gathering were 2,000 delegates from all ethnicities and walks of life.

Kang Keqing delivered the work report, Tasks of the Chinese Women's Movement in the New Era. The report stated that realizing the four modernizations was the only way forward to a prosperous socialist country, communism and women's complete liberation.

The congress adopted the new constitution of the All-China Women's Federation (ACWF) and elected members of ACWF fourth Executive Committee. They were: Soong Chingling, Cai Chang and Deng Yingchao as Honorary Presidents; Kang Keqing as President; and Shi Liang, Luo Qiong, Wu Yifang, Zeng Xianzhi, Lei Jieqiong, Lin Qiaozhi, Li Baoguang, Hao Jianxiu, Huang Ganying, Lin Liyun, Guan Jian, Ngapoi • Caidan Zhuoga (Tibetan), Mnyinuer•Hasimu (Uygur) as Vice-Presidents.
