More than 1,947 Chinese women from all ethnicities and walks of life, and 64 special representatives attended the 5th National Congress of Chinese Women from September 2-11, 1983 in Beijing. Deng Yingchao on behalf of the Central Committee of the Communist Party of China made a speech entitled, Mission of the Chinese Women's Movement in the New Era, and Kang  Keqing delivered the work report, Work Hard for a New Stage in the Women's Movement. The congress unanimously adopted the report and resolution of the All-China Women's Federation (ACWF) Constitution and elected members of the ACWF Fifth Executive Committee. They were: Kang Keqing as President; and Luo Qiong, Wu Yi-Fang, Lei Jieqiong, Tan Ti-wu, Li Wenyi, Zhang Uoying, Guo Liwen Huang Ganying, Lin Liyun, Ngapoi • Caidan Zhuoga (Tibetan), Mnyinuer•Hasimu (Uygur), Wang Xiuying, Tan Fu-Yun as Vice-Presidents. The congress commended the thousands of March 8 woman pace-setters and five-virtue families.
