People-Oriented Planning (POP) was developed by the United Nations High Commissioner for Refugees（UNCHR）with the support of the Canadian International Development Agency (CIDA) to improve worldwide UNHCR programming. It is based on the fact that workers must know specific things about who the refugees in a particular setting are if they are to do the best job possible in providing protection and assistance to refugees in any particular situation.
The People-Oriented Program consists of three tools. The first is that of decisive factor analysis. It includes making a definition of the refugee population and in-depth analysis of their situation. The second is activity analysis, similar to thee Harvard Framework. The third is the analysis of usage and domination of resources. Resources are classified into "resources lost in flight from disaster", " resources brought in by refugees" and "resources available".
