Hunan Women's Federation held the 4th session of the 12th Executive Committee and the meeting on theoretical matters on March 27 and 28 in central China, highlighting the achievements and concrete measures of the federation's reforms.

Jiang Xin, president and secretary of the Party Committee of Hunan Women's Federation, stressed that the reforms should utilize innovations to extend the organization's work networks, absorb outstanding women from multiple sectors into leadership thereby providing better services to women from the general population.

According to the demands of the Communist Party of China (CPC) Central Committee and the provincial Party Committee, currently the most significant, urgent and challenging political task of women's federations is to actively and steadily promote reforms.

Therefore, "we have to courageously promote reforms in every link and layer to continuously stimulate our organizations' vividness and vigor," stressed Jiang.

Strengthen Vigor of Work, Encourage Down-to-Earth Work Styles

As for the provincial women's federation, Jiang said officials should intensify their universality and representativeness, improving the institutional structure of the leadership, especially increasing the proportion of female delegates to the Standing Committee and Executive Committee of Hunan Women's Federation.

The federation also planned to streamline its operations, reform the institutional setup, and further highlight its duties on family construction, grassroots organization establishment and new media construction.

Meanwhile, in order to encourage down-to-earth work styles, the federation enacted related measures to facilitate provincial leading members to provide direct and long-term services to women from the general population.

In addition, to promote better services, the governing body should appoint outstanding women as part-time and temporary cadres to provide group members with sensible guidance in multiple sectors.

From 'Women's Representative Committee' to 'Women's Federation'

According to the latest reform of the All-China Women's Federation (ACWF), the name of "Women's Representative Committee of Villages/Communities" was changed to the "Women's Federation of Villages/Communities".

Jiang explicitly noted the differences on their component members, election procedures and service objects.

With social and economic development, the traditional form of the women's representative committee cannot satisfy women's needs regarding its coverage and influences.

Instead, women's federations at village/community level can extend the working scale and unity of outstanding women in various fields thereby integrating more social resources and satisfying women's diversified needs.

The step, in line with the central government's demands on mass organizations' working conferences, played a significant role in strengthening the work forces of local women's federations and implementing the reform spirit, which satisfies rural women's current needs.

In particular, Jiang stressed to carry out the Reform Implementation Plan of Hunan Women's Federations at Grassroots Level to complete the replacement and guarantee the universal coverage of the federation's working network.

Promote Regional Construction for Women's Mobilization

The General Office of the CPC issued a plan for reforms of the ACWF in September 2016, noting the institutional establishment of women's federations at village and county levels to absorb excellent personnel into the ACWF leadership.

To respond to the central government's appeals, Jiang highlighted its weaknesses at county and township levels, particularly pointing to shortcomings including incomplete institutional structures, a shortage of talent and insufficient financial funds.

Therefore, as a key breakthrough point to promote women's mobilization, local women's federations are urged to carry out regional construction to make up for these "shortcomings" and extend their working scale to build a novel working pattern with interaction and openness and to fully represent all women.

Absorb Outstanding Women from Different Sectors of Society

On August 30, 2016, talents including Liu Yang, China's first female astronaut became a member of ACWF's leadership group at the 5th session of the ACWF's 11th Executive Committee, injecting 'fresh blood' to the body.

In accordance with the latest reform guidelines which instruct the federations at all levels to increase the proportion of officials from grassroots organizations in its governing body, officials in Hunan Women's Federation planned to improve the proportion of intelligent women and working women in the provincial Representative Committee, Executive Committee, Standing Committee and part-time vice-presidents to 60 percent, 30 percent, 20 percent and 40 percent respectively by the 13th Hunan Women's Representative Conference.

Accordingly, local women's federations in Hunan should also absorb a large number of outstanding and warm-hearted women into the federation system, developing the working team compromising of cadres as the mainstay and social workers as well as volunteers as the base to ease the talent shortage.

Jiang further cited women's federations in Xiangtan as an example: the number of full-time cadres in the body was over 200 whilst more than 10,000 women were hired in temporary and part-time posts.

 

Jiang believed that by building closer contact and better serving, representing and protecting women, Hunan Women's Federation will eventually lead all women to realize the rejuvenation of the Chinese nation and make great contributions to the construction of "New Hunan".
