This book is a record of Peng Peiyun's speeches and reports from 1993 to 1998, when she served as State Councilor of the State Council and Minister of the National Working Committee on Children and Women under the State Council, and from 1998 to 2003 while Vice-chairperson of the NPC Standing Committee and President of the All-China Women's Federation.

Peng's work reflects the progress of China's work on women and children under the leadership of the Party Central Committee and the State Council and through the efforts of leaders and women cadres at all levels. It records Peng's advice, based on her investigations and research into the grass-roots reality, on how best to carry out the work of the National Working Committee on Children and Women, implement and evaluate the National Program for the Development of Women and the National Program for the Development of Children. Peng also addresses the problems of women's development under new situations, their causes and solutions, and the importance of training and selecting women cadres. She also raises suggestions on improving the quality of women and improving legal protection of women's rights and interests, building a socialized mechanism to safeguard their legal rights, and building an advanced gender culture. Peng moreover reports on works for children, on promoting international communication and cooperation and enhancing organization within women's federations.
