Changes in Operational Functions and Capabilities of Women's Federations: Analysis of the Charters from the First to the Tenth of the All-China Women's Federation

Born in China in its particular historical conditions, women's federations have distinct organizational characteristics from women's NGOs in the west. Since the 60 years of their formation, women's federations have experienced changes, especially after the adoption of the economic reform policies, in self-adjusted operational functions and reclaiming of organizational capabilities, including capabilities to represent women and uphold their rights and interests. This paper identifies the above changes based on an examination of the historical roots of women's federations and the charters and documents adopted at each national women's congress of China.
