Vulnerable women with no means of self-protection or self-development are the target social group of this research. To gauge just how effective social services in Beijing are, these women are divided into the two main groups of those who have and have not contacted or received help from social workers. Research also explores the potential of the conventional, organic system of social support for developing specialized social works programs. The research proposes that women can, through publicity and education, learn and understand how to use the social support system for self-protection and self-development. It also raises suggestions to the government on building social support systems in the new era.
