The study shows that women entrepreneurs fall into three categories: women entrepreneurs for the needs of livelihood, for developing business and for trials. The overall situation, basic business needs and problems share some common ground but their business wills, capacity and features also differ greatly. Their business plans, business forms and business expectations are also various and different, so the promotion system for women’s entrepreneurship should be able to provide a policy system of multiple layers to meet their varied business needs.
